Adam Nevinsall, management analyst, said the plan recommends four pillars—audience experiences, community arts, sustainable structures, and elevating arts—and includes an implementation action plan with short‑ and long‑term items. Arts leaders who testified during public comment urged the city to collaborate rather than duplicate existing nonprofit efforts. "Moving forward with the city led initiative without fully partnering with the organizations that already lead this work risks duplicating efforts," Glynis Cowdery of Arts and Humanities Bainbridge said during public comment.
Council member Matthews moved to accept the plan; the motion passed 3–2 with Council member Nelson and one other member opposed. Staff emphasized that "accept" gives the city permission to do further analysis and bring funding or staffing recommendations back to council rather than commit to new budget items immediately.
