Staff explained the authorization is connected to a separate project: a failing deep culvert under Eagle Harbor Drive at the McDonald—s intersection that needs replacement. Because the culvert replacement may face appeals related to fish passage and tribal concerns, staff negotiated a mitigation opportunity — removing an upstream dam on private property (IslandWood/Blakely Harbor area) to improve fish passage. The acting interim city manager said Interflue's proposal was approximately half the original estimated cost for design and permitting.
Council member Nelson pulled the item from consent for discussion and the council voted to authorize the agreement; council members described the work as important ecological restoration and a potential educational partnership with the property owner and tribal partners.
The measure passed unanimously and staff indicated they will continue coordination with the Suquamish Tribe and property owners.
