Community development staff walked the council through the draft ordinance, saying it formalizes the planning commission's recommendation. “The commission did recommend approval on all of the applications in front of you,” staff said, noting the ordinance incorporates findings and conditions from the staff report. Staff also said attachments and supporting exhibits were not included in the packet due to server access problems and will be appended to the final ordinance once the mayor and administrative staff sign the document.
Council moved and seconded the measure and voted in favor; the motion carried. Council discussion at the meeting did not record any substantive amendments to the ordinance language. The ordinance grants preliminary approval and directs staff to issue variance permits and related development permits subject to the conditions listed in the staff report.
