County staff propose standard three-year terms and increased oversight for advisory bodies

County staff presented a multi-page review of boards, commissions and committees and recommended standardizing terms where county code permits. The proposal would set a three-year default term for bodies that do not have statutory requirements or other constraints.

Staff noted a few advisory bodies are constrained by state law and must remain at existing terms (for example, the Ferry Advisory Committee and planning commission must keep four-year terms). The review also flagged chronic vacancies on some bodies and suggested quarterly tracking of openings, more robust onboarding and annual work plans, and clearer staff support for volunteer chairs.

Council members supported the goal of consistency but asked staff to consult department leads and the prosecuting attorney before proposing changes that would affect bodies with unique legal or operational circumstances, such as the Lopez Solid Waste Disposal District and the Land Bank Commission. Several council members also asked that any change be grandfathered for incumbents so it does not alter terms midstream.

Staff said they will reach out to managing boards and return with additional detail late summer or early fall, including recommendations on term lengths, vacancy reduction strategies, whether some bodies could be reduced in size, and proposals for handover notes to preserve institutional memory when multiple members step down.

The council took no final action but gave staff direction to proceed with consultation and return with a refined recommendation.
