Council advances senior center improvements to consent after contractor, construction‑management discussion

A presenter (Council member (S5)) described the scope — three‑phase power, window and door replacement, ADA bathroom upgrades, kitchen heating and cooling improvements and office upgrades — and said the city received multiple bids and a constructability review that recommended larger contingency because the building’s age could hide additional work. “So to make it go, to pay for everything… you need about a $180,000 transfer from your general government CIP fund,” the presenter said.
Council members questioned why two bids were marked nonresponsive and how the city handles sealed bid openings; staff explained missing unit costs can make a bid nonresponsive and described the public, sealed process for opening bids. The presenter also explained contingency planning and said the bid package includes a $50,000 minor change contingency and additional contingency recommended by constructability review.
The council also reviewed a proposed professional services contract with Acona for construction management and inspection services at $71,375; the presenter said Acona previously worked on a successful Sewell project and proposed Dennis Rogers as inspector with Andrew as backup. Several council members said the construction-management contract should accompany the senior-center construction contract on the consent agenda.
Council members did not take the construction award out of consent for discussion and indicated the items will appear on the consent agenda for final approval at a later meeting. No formal final award or roll-call vote on the construction contract is recorded in the transcript.
