Goodview council approves debt issuance, contracts and personnel changes; holds closed session on property appraisal

The Goodview City Council on Oct. 20 approved a package of routine municipal actions including Resolution No. 1287 authorizing the issuance and sale of general obligation temporary equipment certificates, series 2025A, and several contracts and policy updates for 2026.

Todd Hagen of Ehlers & Associates presented the financial rationale for Resolution No. 1287 and explained how the issuance fits the city’s previously adopted financial planning model; Councilmember Charlie Andring moved the authorization and Councilmember Cassandra Gilliam seconded. The motion carried unanimously.

The council also approved a 2026 cleaning services contract with Philips Commercial Cleaning Contractors; renewed the Community and Economic Development Associates (CEDA) contract for 2026; approved a liability insurance coverage waiver form; and adopted a revision to the personnel policy handbook (Section 5.2.12, Health Insurance Benefits). All motions on these items carried by recorded unanimous votes.

Separately, the council voted to cancel its Nov. 3, 2025 meeting. Later in the evening the council closed the regular meeting at 5:50 p.m. and recessed into a closed session under Minn. Stat. §13D.05, subd. 3(c)(1) and (3) to determine an asking price for the property with parcel ID #24.125.0860 and to review confidential appraisal information related to 4054 West 6th Street. Those attending the closed session included Mayor Ben Klinger, Councilmembers Dick Ledebuhr, Charlie Andring and Cassandra Gilliam, City Administrator Dan Matejka and Director of Public Works Dave Schultz. The council reopened the regular meeting at 6:40 p.m., had no other business and adjourned at 6:41 p.m.
