Campbell said the development’s lower entrance, which ties into a medical office loop at the bottom of a hill, creates sight‑line and lighting problems where drivers and pedestrians converge. She also described a county‑built path from 5th Road South that connects two dead ends and said the developer (VHC) has indicated it does not want that path: “Since then, I think VHC has told us repeatedly to multiple people that they don't want that path,” Campbell said.

The SPRC schedule and staff follow‑up were cited as the immediate mechanisms for further oversight.
