Council reviews draft 2026 budget and directs staff to raise preliminary levy target

City Administrator Dan Matejka presented draft #1 of the City of Goodview’s 2026 revenue and expenditure budgets, covering the General Fund, Debt Service Funds and a new Equipment Replacement Fund. He told the council the draft currently produced a preliminary levy of about 6 percent, which is roughly 3 percentage points below the municipality’s usual preliminary levy setting.
Matejka explained that Minnesota law allows a municipality to lower a preliminary levy after it is set but not to increase it, so he recommended adding approximately $55,000 to the draft to result in a preliminary levy around 9 percent. That buffer would give the city flexibility between the preliminary levy set in September and the final levy adoption in December.
Councilmembers acknowledged the suggestion and directed Administrator Matejka to include the additional $55,000 for the next draft to be presented at the Sept. 22 meeting. No final levy or budget adoption occurred Sept. 8; council action on final figures will occur later in the budget process.
