Goodview council approves street-closure permit, temporary liquor license, street project plans and property sale

The Goodview City Council on April 6 approved a series of permits, project plans and property agreements, including a street closure for a private auction, a temporary liquor license, advertising of bids for the 2026 Street Improvements Project and a property sale that includes a contract-for-deed arrangement.
Councilmember Cassandra Gilliam moved and Councilmember Sandra Ramirez seconded approval of a request from Remlinger Collector Car Auctions to close 35th Avenue adjacent to 3560 Service Drive from May 28–30, 2026, each day from 6 a.m. to 6 p.m.; the motion carried unanimously. Councilmember Richard Ledebuhr moved and Councilmember Sandra Ramirez seconded Resolution No. 1302, permitting a one-to-four day temporary on-sale liquor license for the Goodview Activity Group; all voted aye.
City Engineer Matt Mohs of Bolton & Menk presented Resolution No. 1303 approving plans and specifications and ordering advertisement for bids for the 2026 Street Improvements Project; Mohs outlined a proposed schedule showing completion by the end of October 2026. Councilmember Richard Ledebuhr moved and Councilmember Charlie Andring seconded approval of Resolution No. 1303; the motion carried unanimously.
On real estate matters, City Administrator Dan Matejka presented a Mutual Termination Agreement with DRB Goodview LLC Co. to terminate an earlier purchase agreement for a property known as The Bar; the Council approved the termination unanimously. Matejka then presented a new Purchase Agreement to sell The Bar to Winona Gallery, Inc. Under the new arrangement, Winona Gallery and DRB Goodview will immediately enter into a three-year contract for deed under which DRB may own the property outright at the end of the CFD. The sales price and the City’s right-of-first-refusal deed restriction remain unchanged. Councilmember Sandra Ramirez moved and Councilmember Charlie Andring seconded Resolution No. 1304 approving the sale and dispensing with review by the Goodview Planning Commission; all voted aye.
Staff reports to the Council noted that the annual audit began the day of the meeting and "the auditors have said everything is going well," according to City Administrator Dan Matejka. Director of Public Works Dave Schultz reported annual servicing of emergency sirens and the million-gallon water tank above Hidden Valley. Fire Chief Matt Kramer announced the annual gun raffle on April 11 at the Winona Elks Lodge and training activity at Gruett grounds. Police Chief Lonnie Roloff said the department has five applicants for a full-time officer position starting July 1 and has completed two interviews so far. State Representative Aaron Ripinski introduced himself, discussed Local Government Aid and Minnesota Paid Leave, and said he would not support reductions to LGA funding for municipalities.
The meeting concluded with an adjournment at 5:57 p.m.
