Goodview council awards $2.52 million street contract and authorizes $2.785 million bonds

Councilmember Charlie Andring moved and Councilmember Richard Ledebuhr seconded a resolution accepting the bid from Dunn Blacktop of Winona for the Base Bid and Alternate Two; the total construction cost approved was $2,516,866.04, and the council voted unanimously to adopt Resolution No. 1306.
City Engineer Matt Mohs of Bolton & Menk told the council the city received only one bid for the project and said he believed the price was driven higher by elevated gas and oil costs “due to the war the nation is involved in,” a rationale he discussed after consulting with city staff. The council limited the award to the Base Bid and Alternate Two to manage cost exposure.
In a related finance presentation, Dan Titerman of Ehlers & Associates presented a presale report for General Obligation Reconstruction Plan Bonds, Series 2026A, in the amount of $2,785,000. Following that presentation, the council approved Resolution No. 1307 calling a public hearing on adopting a five-year Street Reconstruction Plan and issuing general obligation bonds and then adopted Resolution No. 1308 authorizing issuance and sale of the Series 2026A bonds; both measures passed by unanimous vote.
The resolutions were moved and seconded by councilmembers during the meeting and recorded as unanimous ('All voted aye'). Present at roll call were Mayor Ben Klinger and councilmembers Richard Ledebuhr, Charlie Andring, Sandra Ramirez and Cassandra Gilliam.
The council’s packet notes the 2026 Street Improvements Project was bid in three components (Base Bid, Alternate One, Alternate Two); the council chose to award Base Bid and Alternate Two only. The record shows the project will proceed under the accepted bid while the city schedules the required public hearing on the five-year plan and bond issuance before bond sale and final financing steps.
