Goodview council approves ladder-truck bonding, benefit plan resolutions and paid-leave policy

At its Nov. 24 meeting, the Goodview City Council approved multiple administrative and financial items by unanimous vote.
Finance: Todd Hagen of Ehlers & Associates presented sales results for temporary bonding to purchase a newer used ladder truck, reporting lower-than-expected interest that reduced the city’s estimated debt issuance cost by roughly $15,000. The council approved Resolution No. 1288 to issue $806,000 in general obligation temporary equipment certificates, series 2025A. Councilmember Charlie Andring moved and Councilmember Dick Ledebuhr seconded; all present council members voted aye.
Personnel and benefits: The council approved Resolution No. 1289, a certificate of resolution for the City of Goodview Section 125 premium-only plan for the plan year ending Nov. 30, 2026. The council also approved a new Minnesota Paid Leave personnel policy as presented and adopted Resolution No. 1290 to provide Paid Family Medical Leave premium coverage. Each item was moved, seconded and passed with unanimous votes.
Administrative: The consent agenda, which included minutes from Oct. 20 and Oct. 27, 2025, and the November 2025 claims, was approved earlier in the meeting. The meeting minutes list total claims by fund with a Grand Total of $564,948.50.
All actions recorded in the minutes were unanimous ‘aye’ votes; the minutes do not record individual dissent or abstentions.
