Goodview reviews draft 2026 utility budgets as sewer treatment costs force steep proposed rate hikes

City Administrator Dan Matejka presented draft No. 1 of the City of Goodview’s 2026 Water and Sewer Fund budgets and described a consultant review that recommended rate increases to keep the utilities solvent.
Matejka told the council that Ehlers & Associates, which performed a utility rate study for the city in December 2024 and reviewed current rates again at the city's request, is recommending a 3% increase in water rates (including meter charges) and a 24% increase in sewer rates from 2025 levels. He said the recommendation responds to a “very substantial increase” in sewer treatment charges passed through from the City of Winona to Goodview.
