Goodview council directs CUP route for remote-control racing events, grants variance and hears community foundation fundraising push

The Goodview City Council on June 2 directed administration to pursue a conditional-use permit (CUP) pathway to allow periodic remote-control racing events proposed by Trevor Dailey of Island City RC, after debate over draft Ordinance No. 2025-02 (Temporary Recreational Events).
Councilmember Cassandra Gilliam raised reservations about the draft ordinance's application to events on private property, language addressing alcohol distribution, whether portable toilets belong in Special Services, and potential extra fees for tents. City Administrator Dan Matejka said the CUP route for M-1 Light Manufacturing zoning would give the City a mechanism to address complaints and allow the Council to consider Mr. Dailey's request quickly if he submits an application; the Council directed administration to return on June 16, 2025 with CUP language and to schedule two public hearings.
Separately, the Council approved Resolution No. 1279 granting a variance to Perry Scott for a 134-square-foot increase in accessory-building area so he may replace an existing garage with a new 30' x 34' garage. The variance approval passed unanimously.
During new business the Council also declined a permit request by Toni and Sue Hassinger to keep eight dogs and approved several routine licenses (food truck, cigarette, and drainlayers' licenses). The Council approved installing yield signs at several residential intersections and heard a brief update from Jen Hemmelman and Mandy Olson about the Goodview Community Foundation. Hemmelman said the foundation's near-term goal is to raise $100,000 by the end of 2025 to begin community grant-making, with a long-term endowment target of $1 million.
What's next: The Council will consider CUP zoning language and hold public hearings beginning June 16 if the administration completes the draft; the variance will be implemented through the usual permit process.
