Goodview council adopts ordinance creating zoning districts for cannabis and hemp businesses

The Goodview City Council on March 3 adopted Ordinance No. 2025-01 to amend Chapter 154 of the city zoning code and establish zoning districts for cannabis and hemp businesses, voting 5-0.
The council opened a public hearing at 5:14 p.m. to consider the zoning amendment pursuant to Minn. Stat. 342.13. Resident Kirsten Hefte attended the hearing to listen; the council reviewed the final draft of the ordinance and made no further amendments before closing the hearing at 5:27 p.m. Councilmember Cassandra Gilliam moved to approve the ordinance and Councilmember Charlie Andring seconded; all members voted in favor.
City Administrator Dan Matejka told the council the city followed state statutory authority in framing the ordinance language, citing Minn. Stat. 342.13 as the enabling statute noted in the public hearing notice. The council later approved the summary publication of Ordinance No. 2025-01 by unanimous vote.
In other business the council approved Resolution No. 1273, authorizing a one- to four-day temporary on-sale liquor license for the Warrior Club, Inc.; Councilmember Dick Ledebuhr moved the resolution and Councilmember Sandra Ramirez seconded. Earlier in the meeting the council approved the consent agenda, including the minutes of Feb. 10, 2025 and February claims totaling $1,075,016.15 across city funds.
Police Chief Lonnie Roloff reported that a new police squad is expected to arrive within a week and that city mechanics will outfit it for service. City Administrator Matejka said the city's CEDA representative, Dusty Liston, has taken a new job with Winona County Veterans Services; a replacement is not expected until early April. Mayor Ben Klinger asked about pickleball net installation; staff said it will depend on weather and is likely by the end of March.
The council adjourned at 5:40 p.m. The next regular meeting is scheduled for Monday, March 17, 2025, at 5:00 p.m. at Goodview City Hall.
