Goodview council swears in mayor and approves cannabis rules, fee schedule and water filter study
Summary
At its Jan. 6 meeting, the Goodview City Council swore in Mayor Ben Klinger and two councilmembers, approved a previously presented utility rate study and consent agenda, adopted Ordinance No. 2024-01 on cannabis retail and temporary events, set a revised building code fee schedule (Resolution No. 1270) effective Jan. 1, 2025, and authorized Task Order #3 with Bolton & Menk to evaluate the water treatment filter.
The Goodview City Council convened at 5:00 p.m. on Jan. 6, 2025, where City Administrator Dan Matejka administered oaths of office to Ben Klinger as mayor and to Charlie Andring and Cassandra Gilliam as councilmembers.
The council approved the meeting agenda on a motion by Councilmember Richard Ledebuhr, seconded by Councilmember Charlie Andring. The consent agenda, moved by Andring and seconded by Sandra Ramirez, included the Dec. 16, 2024 regular meeting minutes and December 2024 claims totaling $447,654.75 across listed funds (General Fund $359,150.61; Economic Development (EDA) $17,864.75; 2014 Utility Project $2,500.00; Water Service Fund $40,461.19; Sewer Service Fund $27,678.20).
In reports, Fire Chief Jason Gruett introduced firefighter Matt Kramer, who was described as likely to assume the Deputy Fire Chief position on Jan. 7, 2025, succeeding Ben Klinger. Staff presented the monthly building permit summary for December 2024, the summary building permit report for 2024 and the City Council dates for 2025. The council received the Small Cities Development Project Progress Report through Nov. 30, 2024.
Under unfinished business the council voted to approve the Utility Rate Study that Ehlers & Associates presented on Dec. 16, 2024. The motion, moved by Councilmember Charlie Andring and seconded by Councilmember Sandra Ramirez, passed with all present voting aye.
In new business the council adopted summary Ordinance No. 2024-01, "An Ordinance Adopting Goodview City Code, Chapter 117 — Cannabis and Hemp Retail Business and Temporary Cannabis Events," on a motion by Councilmember Cassandra Gilliam, seconded by Councilmember Sandra Ramirez; all voted aye. Council also approved Resolution No. 1270, which sets a revised building code fee schedule effective Jan. 1, 2025; that motion was moved by Councilmember Richard Ledebuhr and seconded by Councilmember Charlie Andring and carried unanimously.
The council authorized Task Order #3 with engineering firm Bolton and Menk for a Water Treatment Filter Evaluation project. Councilmember Ledebuhr moved the approval and Councilmember Gilliam seconded; the motion passed with all voting aye.
The meeting was adjourned at 5:22 p.m. on a motion by Councilmember Ledebuhr with a second from Councilmember Andring. The next regular meeting is scheduled for Jan. 27, 2025, at 5:00 p.m. at Goodview City Hall.
