Goodview council hears first draft of Financial Planning Model proposing road, fire apparatus and park projects

Mr. Todd Hagen of Ehlers and Associates presented the first draft of a Financial Planning Model (FPM) to the Goodview City Council, using a PowerPoint to explain what an FPM is and how it can be used to finance capital projects.
Hagen outlined three financing options and identified candidate projects the model would help prioritize and finance: a road resurfacing project on 44th Avenue east to 34th Avenue, replacement of the Fire Department's ladder truck and pumper, and replacement of play structures at the city's five parks. Councilmembers were asked to review the draft and bring questions to the April 7 council meeting; the council suggested Hagen attend the April 21 meeting for further discussion and possible revisions.
In "Other Business," City Administrator Dan Matejka asked for authority to contact the city's engineer, Mr. Matt Mohs, to start engineering work on the resurfacing project. Matejka told the council that, once authorized, Bolton & Menk would send a contract with an estimated total cost. The council gave administration the go-ahead to proceed with contacting the engineer and initiating the procurement steps discussed.
Councilmembers did not adopt financing decisions at the March 17 meeting; the presentation was received for review and scheduled for follow-up with more detailed cost information anticipated at later meetings.
