Byram Council approves consent agenda, minutes and bill list; pulls one resolution for later review

At the start of the regular session Mayor Rubenstein presided as Councilwoman Franco moved and Councilman Proctor seconded approval of the published agenda; the motion carried unanimously. The council then approved the Sept. 16, 2025 closed-session minutes and the Oct. 7, 2025 regular and closed-session minutes on separate, unanimous motions (Franco/Proctor).
On the consent agenda, the council took one roll-call motion to enact several routine measures but pulled Resolution No. 166-2025 for separate review. Consent items approved included Resolution No. 182-2025, offering an incentive under the State Health Benefits Program for subscribers who enroll in tiered-network medical plans; Resolution No. 183-2025, authorizing 100% disabled veteran exempt status for the owner of Block 337.03 Lot 5 for tax year 2025 and canceling the first half of 2026 taxes for that parcel; and Resolution No. 184-2025, authorizing the purchase of electricity supply services through an online auction service.
Councilwoman Franco moved to approve the consent agenda and Councilman Proctor seconded; all members voted in favor. The council also approved the bill list for Oct. 21, 2025 on a unanimous motion.
No members of the public spoke during either public-comment period.
The council adjourned at 9:13 p.m.
