DPW Director Jason Rucker presented the annual MS‑4 (Municipal Separate Storm Sewer System) information required by the EPA and explained why Rye is regulated: because parts of the town are in an urbanized area as defined by the U.S. Census and based on proximity to the City of Portsmouth. He outlined that MS‑4 obligations apply to stormwater infrastructure such as drainage ditches, catch basins and other municipal features that collect and discharge stormwater.
Rucker said the purpose of the MS‑4 program is to regulate stormwater discharges that are not part of a sewage treatment plant and to ensure public participation; he noted that "All town MS‑4 reports, and supplemental reports, are available to the public on the Town’s website under the Public Works page."
