Select Board designates sewer director to seek Clean Water loan for financial assessment

The Rye Select Board unanimously voted to designate Sewer Director Lee Arthur as the town’s authorized representative to submit a Clean Water State Revolving Fund loan application for a sewer financial assessment and plan. The application deadline is May 1.
At the meeting Lee Arthur told the board the assessment will "evaluate and ensure long-term financial and operational sustainability for the Sewer Department," including review of sewer rates, charges and fees, fund balances and capital-improvement needs. The study is intended to produce a comprehensive plan covering operating and maintenance costs as well as capital improvements.
Vice-Chair Howard Kalet moved the motion and John Tuttle seconded. The board recorded a roll-call vote with Selectwoman Suzanne Barton, Selectman Scott McQuade, Chair Rob Wright, Kalet and Tuttle all voting yes.
The board did not discuss detailed financing terms in public; Arthur is authorized to "furnish information, data and documents" and to sign required loan documents if the application is approved. The loan application and any subsequent awards will be subject to standard state program requirements and any further approvals the board determines are necessary.
