Council also approved an amendment to the POLC collective bargaining agreement clarifying vacation accrual methodology—employees will have vacation posted on their employment anniversary based on the preceding year, with proration for partial years—after City Manager Pastue explained the change reflects past practice and fills a missing explicit clause.
The council authorized applications for an EDA disaster recovery grant and an MDARD/Rural Development fair capital improvement grant; Mayor Fullerton noted the fair grant requires no city match and will support the Agricultural Society’s lease responsibilities. Other actions included approval of mayoral appointments (Tony Caporali to the DDA; Renee Lester and Cooper Frost to the Planning Commission; John Laupp to the Brownfield Authority) and authorization for the Charlotte Junior Orioles to build an ADA‑accessible press box (organization to pay costs; mayor estimated about $50,000).
All motions on the business agenda were carried by unanimous vote. Council set no additional conditions for these approvals in the meeting record.
