The Yarmouth Library Building Committee met April 16 at the South Yarmouth Library to finalize materials and presenter roles for the upcoming Annual Town Meeting and to review recent public outreach efforts. Chair Judy Tarver said the committee would keep the Town Meeting presentation concise and allow ample time for questions.
Assistant Town Administrator Amy Frigulietti told members she is finalizing the slides with administration and asked for any edits as soon as possible so the Town Administrator can present the financial information at Town Meeting. Frigulietti said Library Director David Aronson will "highlight deficiencies and lost grant opportunities," Tarver will introduce the project and timeline, and Vice Chair Tom Pendleton or the project architect will speak to design details. Committee members agreed several will meet with administration to complete the final slide deck.
The committee discussed outreach efforts: Tarver reported well-attended open houses and a community forum that produced mostly information-seeking questions, and John Grieco and Frigulietti said Mr. Whritenour will produce a social-media podcast addressing the project's financial impacts using material from the Senior Center meeting. The committee agreed printed handouts should not replace a focused presentation and Q&A at Town Meeting; technical representatives from Oudens Ello and Accenture will be available to answer vendor or design questions.
On procedural business, Tom Pendleton moved and John Grieco seconded a motion to approve the April 2, 2026 minutes. The committee voted: Pendleton, Grieco, Sandy Fife and Tarver aye; Susan Brita abstained. The motion passed. Later, Susan Brita moved and John Grieco seconded to adjourn; the committee voted unanimously to adjourn. The minutes were signed and submitted by Secretary Sandra Fife.
The committee noted that yard signs for the project had not been ordered and that Library staff representative Mindy Herington was absent, so no update was provided on the DY school blast. Members reviewed the schedule leading into Annual Town Meeting (April 28 at DY Middle School) and penciled in a possible April 30 meeting if needed. No formal policy votes beyond the minutes and adjournment motions were taken.
The committee is expected to finalize slides in coordination with the Town Administrator before the April 28 Annual Town Meeting, where committee and administration representatives will present and answer questions.
