Orangeburg County Council approves multiple rezoning requests and routine ordinances on Sept. 2
Summary

Items approved on third reading included Justin Albbrights request to rezone a 1.30-acre parcel on Gardener Boulevard from Forest Agriculture to Business Industrial; a 2.07-acre request from Dexter Lim to change Residential Single-Family to Residential General for a mobile home; a 71-acre request from Jackie Valentine Jr. to change to Residential Community; and Leroy Williams' request to rezone 1.31 acres to Commercial General (planning recommended approvals, and council adopted third readings by voice vote).
Other planning items considered included KM Land LLCs request to rezone roughly 5.7 acres for a concrete batch plant (planning recommended 5-1 after five citizens opposed; council advanced the item on second reading, noting administrative site-plan and landscaping requirements apply). Several first-read items and plan-commission resolutions were also advanced, covering uses such as RV/boat storage and single-wide mobile-home placement in existing parks; the council generally followed planning-commission recommendations where recorded.
The council also approved routine business: second reading of a building-code ordinance to adopt updated technical codes (with a $10 decal fee for manufactured homes), procurement awards for a Council on Aging facility project and an HVAC upgrade for the Agricultural Building (Palmetal Air and Chiller Service bid of $625,600), and an appointment to the county zoning board of appeals. One planning-commission-recommended denial (item involving Chad Shirley) was followed on the council floor.
