Council accepts joint pavement-maintenance bids, approves rejuvenator and seal-coat contracts

Minnetrista’s City Council approved acceptance of bids and award of the 2026 pavement-maintenance project at its June 1 meeting. The project was conducted jointly with the city of Excelsior to increase project size and improve pricing.

Staff presented a bid summary: Allied Blacktop Company was the low bidder for the crack-fill, seal-coat and fog-seal portion, while Corrective Asphalt Materials submitted the lower bid for the pavement-rejuvenator product (Reclamite). Staff described the procurement as a unit-price contract and said Minnetrista’s portion of the combined project would be paid from city funds; staff also explained invoicing would be handled separately by city (Minetrista) and Excelsior for each jurisdiction’s work.

Council members questioned application timing and longevity for the rejuvenator product. Staff and public-works director Gary Peters said the rejuvenator is typically applied within a two- to four-year window after paving, with multiple applications possible (staff described a typical sequence of initial paving followed by subsequent rejuvenator applications). Staff said the total project and Minnetrista’s portion were detailed in the staff packet; council adopted the two resolutions accepting the bids and authorizing contract execution by voice vote.

What to expect next: staff will finalize contracts, coordinate with Excelsior, and schedule work; Minnetrista will pay only for the portion of work performed for the city under unit-price contract terms.
