Summary
The commission recommended annexation of roughly 35 acres and supported a concurrent zoning request to reflect public/institutional uses; staff noted sewer service and nearby fire coverage already exist and the annexation is consistent with long-range plans.

The Planning Commission on June 3 recommended City Council approve annexation of approximately 35 acres along Franklin Road, Gresham Lane and Ulmer Naught Drive at the request of Franklin Road Baptist Church.
Staff explained that portions of the church property are already inside city limits and that the church currently receives sewer service from the city. The presented plan of services showed that city utilities and fire protection coverage are available; staff said the site fits the city’s long-range land-use designation (public/institutional) and lies within the urban growth boundary.
No public speakers appeared at the public hearing. Commissioners moved to recommend annexation and the concurrent rezoning request to City Council, subject to standard staff conditions.
The commission’s recommendation will be transmitted to City Council for a second public hearing and final action.
