Planning Commission backs annexation and planned commercial district for proposed Lowe’s on Shelbyville Pike

The Murfreesboro Planning Commission on June 3 recommended City Council approve annexation and PCD zoning for a proposed Lowe’s Home Center on Shelbyville Pike.
Staff said the 16.78-acre site would be annexed into the city and redeveloped with a prototypical Lowe’s building of about 107,000 square feet including a roughly 30,000-square-foot garden center. Todd Simmons, civil engineer with Freeland & Kaufman, said the plan includes a right-in/right-out connection to an adjacent signal and a new median break to manage traffic, and that the project team coordinated a traffic impact analysis with city and state reviewers.
Commissioners focused much of their discussion on outdoor seasonal display and storage. The applicant proposed dedicated areas for seasonal merchandise (mulch, plants, pavers) and permanent screened storage for items such as utility trailers; the team said required parking (273 spaces) is provided and the plan shows about 284 regular spaces plus seasonal and screened storage areas.
Commissioners said seasonal display must not become permanent storage that blocks parking or pedestrian circulation. They asked staff and the applicant to define permitted seasonal materials and timeframes; the applicant proposed March 1–July 31 for the primary spring season and asked to allow an additional November–December period for Christmas tree sales. Commissioners agreed a five-month seasonal period is acceptable for this site if the plan contains specific layout and operational limits and if staff retains enforcement authority.
The commission approved the annexation and the PCD zoning, both motions subject to all staff comments and to the agreed revisions clarifying the outdoor storage/display rules. The motions passed by roll call.
Next step: the commission will forward its recommendation to City Council for a public hearing and final action.
