County and solar developer agree to berm repairs after rifle‑range safety concerns

Boone County officials told the board that they and the solar developer have agreed on corrective work after reports that rifle‑range shooting risked striking solar panels near the Belvedere East site.
County staff said workers at the solar installation reported near‑misses from rifle fire. The county met on site with Amoresco (the original developer), representatives of Luminous (the current equity holder), and the sheriff’s office. Justin and staff estimated the total work to correct berm height and related safety measures at about $66,000.
Luminous told the county it will cover the cost of reconstructing the berm; Amoresco previously provided a $25,000 check that is held in the landfill fund in case of panel damage. County staff said the developer will pay for the berm work while the county would cover repair costs to panels if needed, but the existing Amoresco deposit could be used for that purpose.
County officials said the berm as configured was originally built decades ago for a pistol range and erosion and changed range practices have exposed the rifle‑range area to configurations that require higher berms. Chief Deputy Smite and sheriff’s staff said rifle‑range shooting is suspended at the site until corrective work is complete.
Board members agreed to move forward with the repair plan. Justin and county staff will coordinate with the developer on the scope and scheduling of berm reconstruction and panel repairs.
