Planning commission recommends approval for home-based fabrication CUP (CU20261)

The Goochland County Planning Commission on Feb. 19 recommended approval, by unanimous voice vote, of a conditional use permit for a home-based fabrication business at 2250 Pleasant Hill Lane (CU20261).
Staff planner Adam Barber summarized the proposal: the applicant seeks to fabricate custom parts and tools for electromechanical and fluid-power systems in a proposed detached 900-square-foot metal garage on a roughly 17-acre parcel in the Agricultural Limited (A2) district. Barber said the current application was narrowed from an initial proposal to remove vehicle repair, outdoor storage and on-site customer sales so that all fabrication would occur indoors and any sales would be online only.
Barber outlined the eight staff conditions drafted for the commission, including limiting activities to those shown on the conceptual plan, requiring doors and windows to be closed during fabrication to reduce noise, prohibiting outdoor storage, restricting hours (no work Sundays or before 8 a.m. or after 8 p.m. Monday through Saturday), prohibiting on-site sales, and a five-year permit expiration with renewal opportunity.
The applicant appeared but no public opposition spoke, and Commissioners questioned zoning and compliance details. Commissioner (speaker 14) moved to recommend approval subject to the conditions; the motion was seconded and passed on a 5'00 roll-call vote. The staff noted the case is expected to be scheduled for public hearing before the Board of Supervisors on April 14, 2026.
The planning staff will carry the commission's recommendation and conditions into the Board of Supervisors packet, and the applicant will move to Plan of Development review if the County announces approval following the supervisory hearing.
