Diane (speaker 1), speaking for the parks and cemetery operations, updated the board on cemetery activity and park maintenance. She described plans to reroute the drive by the cemetery equipment barn into an alley, requested protective garden ground near a gas meter and warning signage because heavy equipment uses the barn, and reported cleanup work behind the barn including concrete removal. Diane also said park mulch and a rubber-surfacing repair kit were ordered after durability issues and confirmed the first park concert is scheduled for the 20th.
Tim (speaker 5), the planning administrator, summarized permit activity over the prior month, listing three fencing permits, one remodel permit, two sign permits, one new garage, a four-unit apartment project and one demolition permit; the transcript lists prior-month permit revenue as $32.50. He described a forced demolition at 521 Oak St. after a hazard (a fallen tree) and said the property is in probate while staff coordinates with legal and the family to secure the structure.
On enforcement, Tim said he has determined that towable campers at a mobile-home park should be classified as campers rather than mobile homes and that he will issue daily fines for any unpermitted use. "With me being the administrator, I deemed them campers and not mobile homes," he told the board.
The board discussed follow-up work, including arranging cleanup at apartment properties, ongoing code enforcement letters for grass and nuisance complaints, and continued monitoring of problem properties.
