Council approves 2026'2030 CDBG consolidated plan and 2026 annual action plan for HUD submission

The Caldwell City Council voted June 1 to adopt the city's 2026'2030 Community Development Block Grant (CDBG) consolidated plan and the 2026 annual action plan and authorized submission to the U.S. Department of Housing and Urban Development.
Consultant Karen Dash, who led the plan process, said the work included public hearings, stakeholder interviews, focus groups and an English/Spanish survey; more than 70 citizens and more than 15 agencies participated. Dash described the plan's central priorities: increasing the supply of decent, affordable housing (including rehabilitation assistance), improving public facilities and infrastructure, expanding services for vulnerable populations (mental and behavioral health, homelessness prevention, child care), and supporting economic opportunity.
Dash summarized local data showing the city and county housing market context and affordability pressures. She said the plan includes an analysis of impediments to fair housing and outreach steps to raise awareness of how to file fair-housing complaints.
"These funds can be used for a variety of community development purposes," Dash said, listing HUD's national objectives and noting Caldwell's strategy to target resources to low- and moderate-income people and neighborhoods.
No members of the public testified during the public hearing on the consolidated plan; staff reported one written comment opposing a later annexation application (not related to the CDBG plan). Councilor Williams moved to approve Resolution 148-26 to adopt the plans and authorize submission to HUD; the motion carried 5-0.
The adopted consolidated plan and action plan will be submitted to HUD for approval; if HUD approves, the city will execute the grant agreement and proceed with program implementation and reporting requirements.
