City reallocates CIP funds, moving $4.7M to senior/scout community center and defers other projects

The City Council adopted the five-year Capital Improvement Program (CIP) for fiscal years 2027 through 2031 on June 2 after staff presented the proposed plan and council-directed revisions.
City Engineer Gil Gambo summarized the CIP (approximately $177.3 million over five years, with $21.9M requested for FY 2027 and about $91.7M already appropriated in prior years). Responding to council direction from May, staff reallocated prior appropriations and recommended deobligating or moving funds so the senior/scout community-center project receives $4.7 million in FY 2027 funding. That funding came from reductions or deferrals to a set of previously planned projects, including removing a $1 million FY 2027 allocation for 400 Manhattan Beach Boulevard, reducing Sand Dune Park FY 2027 funding from $1.5M to $500,000, and reducing prior appropriations for city facility renovations.
Gambo told the council the CIP is a planning document and figures beyond FY 2027 are projections; staff emphasized the plan is dynamic and will be updated annually as priorities and funding sources change.
Council adopted Resolution 26-0048 to approve the CIP as amended with the reallocations; staff said the changes will allow immediate work on priority projects while other projects were deferred or rescheduled.
What happens next: Staff will post the adopted CIP and project details online, pursue project-level design and procurement for the FY 2027 projects that have construction or design funding, and return to council with schedules and coordination items (including any required environmental or permitting steps).
