Lincoln County commissioners approve several administrative items, permits and small grants

The Lincoln County Board of Commissioners approved a batch of administrative items and local grants and permits during a single session.
Early in the meeting the board approved a motion to enroll the Lincoln County Emergency Management Agency (EMA) in a federal cooperative purchasing program, described in the presentation as cooperative purchasing under section 211 of the eGovernment Act of 2022 and disaster-recovery purchasing under the National Defense Authorization Act. The enrollment will allow EMA to use cooperative-purchasing authorities to buy supplies for day-to-day service and disaster response.
The board approved the county Distribution Management Plan required by the EMPG grant program; staff said signing the plan will keep the county compliant before awards are made. EMA staff also updated the board on pending grant applications (including a state Homeland Security application for an EOC generator and a notice of intent for a hazard-mitigation scoping study at Courts Creek River Road) and on EOC repairs and training schedules.
The board approved a $4,000 PILT contribution to fund two veterinarians for a June spay/neuter clinic organized by Spay Montana. Volunteer Cindy Filler told commissioners local partners and volunteers will support the event and estimated at least 200 pets could be altered with county funding.
Planning staff presented two lakeshore items: a grant application for a 14-foot staircase to a dock (recommended with standard conditions such as minimum tread width and footings) and a floating-dock application that included a variance request to increase dock length to 75 feet because of very shallow water at the site. Commissioners approved both with conditions and asked staff to inspect completed projects and require completion photos for the file.
