Lincoln County approves grant applications and task orders for Libby and Eureka airport resurfacing

Tyler Reid, who identified himself as the Missoula Airports Group office leader for Morrison, told the commissioners the firm had submitted two task orders and grant applications so Libby and Eureka airports could access expiring FAA funds.
"The FAA is actually funding at 95%," Reid said, adding that the county would be responsible for a 5% local match unless Montana Aeronautics grant reimbursements cover that amount. Reid estimated the combined local match for both projects could be roughly $39,000–$40,000 if no state reimbursement materializes, with engineering and construction-management costs included in that total.
Commissioners voted to approve the task orders and sign the grant applications so the county could meet the FAA deadline. A senior designer from Morrison, identified in the meeting as Sarah, said the task orders cover grant programming, project management, design and construction management closeout; construction is expected in late summer 2026 and would likely require short runway closures of roughly one to two weeks for each site.
The presentation noted the projects are primarily pavement-maintenance work aimed at extending pavement life and that Morrison has prepared a fee-notification letter for the FAA in lieu of a full independent-fee analysis because the task orders are relatively small.
The board’s approval authorizes county staff to submit the FAA grant applications and proceed with the task orders; commissioners indicated the county will seek Montana Aeronautics funds to reimburse the 5% match and will return to the board if additional county funding is required.
The county clerk will circulate the signed documents for final county and mayoral signatures as requested by Reid.
