The City of Sebastian Planning & Zoning Commission voted to forward a favorable recommendation to the city council for the Treasure Bay planned unit development preliminary plat, a proposed 148.58‑acre subdivision that would include roughly 180 residential units and public benefit improvements.
Travis Doubles, a professional engineer for the applicant, described the proposal as a 180‑unit planned unit development with 110 single‑family homes and 70 paired villas, a roughly 86‑acre lake to serve stormwater and recreation, and public amenities including a kayak launch, pickleball courts, playground and an 8‑foot bicycle/pedestrian path that would connect to Industrial Park Boulevard.
Doubles said the development was designed to meet the city’s low‑density standards and minimize tree removal; utilities would be provided by Indian River County and applicants provided “will‑serve” letters and traffic analyses tied to intersection improvements. He said open space would total about 55 percent of the site and that amenities in Phase 1 must be completed before Phase 2 begins.
Community development staff recommended forwarding the preliminary plat with seven conditions listed in the staff report. Commissioners asked about separation of the bike path from sidewalks, the nature of private vs. public recreation areas, retaining wall ownership and hydrant spacing; the applicant said retaining walls are likely to remain within private property lines and that responsibility for long‑term maintenance (HOA vs. private owner) is to be clarified prior to final approvals.
The commission voted to recommend the preliminary plat to the city council, including the seven staff conditions.
Next steps: the recommendation advances to the City Council for formal action and more detailed permitting and site plan review.
