Trustee Peeper pressed staff and the committee chair over how the request for proposals was released and who authorized interviews. "This could get really messy," Trustee Peeper said, arguing that the selection appeared to have proceeded outside the committee process and that committee vacancies and lack of a formal meeting undercut the proper channel for a building project. She moved to amend the approval so the building oversight committee would review the selection; the board approved the amendment by voice vote.
Village Attorney Jack said he had reviewed the materials and advised on process, and Interim Administrator Reynolds and committee chair Trustee Warren described involvement from staff and committee members in drafting and reviewing the RFP. Jack said the corrective path would be to have the oversight committee evaluate the selection and report back to the board.
Trustee Heley flagged language in the proposal that described a "$35 million budget" for the police building and said that number has not been formally set. "I am not aware of any $35 million budget for a police station," Trustee Heley said, pressing for the language to be clarified to avoid giving the impression the board has fixed a final price; trustees requested staff change the phrasing to indicate the amount is a planning figure rather than a settled budget.
Under the amended action, the board recorded support for awarding owner’s‑rep services to MC Group LLC but also directed staff to forward the contract and selection record to the Building Construction Oversight Committee for review before returning to the board with committee input. The board voted on both the amendment and the motion as amended by voice vote; the clerk recorded the amendment as carried and then the motion with the amendment as carried.
