Technical Review Committee forwards Town of Santa Rosa alley abandonment to planning commission with denial recommendation

Sarah Stewart asked Walton County to abandon a small, largely unused 20-foot alley in the Town of Santa Rosa subdivision, explaining the alley historically served horse-and-buggy plats and has not been maintained or used. Stewart said a prior nearby abandonment (1994) set a local precedent and that utilities and title corrections were uploaded to the portal.

Planning staff advised the committee that the plat is silent about the alley's original function, that the area lies near a flood basin and that conservation-residential zoning in the neighborhood could make abandonment consequential for future development potential and setback calculations. Staff said environmental review was pending and recommended conditional approval to planning commission once outstanding comments are resolved.

Public commenters and neighborhood residents told the committee they drive through the area regularly and noted conservation-residential rules historically have been inconsistently applied on the small platted lots. One member suggested a broader, comprehensive review of alleys across the plat rather than piecemeal lot-by-lot abandonments.

At decision, a motion to deny was made and seconded, and the committee voted to forward the application to planning commission with the technical review committee recommending denial. The planning commission will consider the record and technical comments, including flood-basin and environmental implications, when making a final determination.
