The Technical Review Committee conditionally approved a major development application to build Wagon Wheel RV Park, a proposed 57-site recreation vehicle park on roughly 9.04 acres at the intersection of Highway 331 South and Wagon Wheel Road in District 2.
Staff reported the application (MJ2500) was submitted by OWN, Inc. on behalf of James Castellin and that recent materials — including an updated site plan and a response-to-comments letter — were added to the record after the staff report was published. Environmental planning review remained pending, and North Walton Fire District had outstanding access comments that the applicant's engineer is addressing.
Applicant representative Sean Humphrey said the developer will remove a proposed laundry from an initial septic-connected facility while they evaluate the septic field location. Environmental reviewer Eglund raised concerns about wet ponds (the applicant proposed a dry pond), lighting (the design uses low bollards) and potential plane strikes; the applicant said the manager will be on-site and restrictions will limit exterior devices on RVs.
Planning staff confirmed the applicant's proposed outdoor recreational amenities — including a dog park, pool and lounge area — satisfy the special development standards for RV parks and campgrounds in the estate-residential zoning district. The committee adopted a motion recommending conditional approval to move the application to planning commission, with final approval contingent on resolution of outstanding environmental and fire comments.
The applicant must address the remaining technical comments prior to the planning commission hearing and DO issuance.
