Crescent City authorizes grant amendment and budget change to advance wastewater plant design

The council approved two related resolutions to amend a State Water Resources Control Board technical assistance planning grant (project C‑06‑8558‑110) for membrane bioreactor (MBR) replacement and biosolids digester optimization and to amend the FY 2025–26 budget accordingly.
Staff said the amendment will let the city bring design from approximately 10% to 30% and perform a hydraulic/infiltration‑and‑inflow (INI) study of the collection system to identify the highest‑priority repairs. The work is intended to make the project more competitive for the city’s recently submitted application for a large forgivable SRF loan and to support subsequent 100% design and construction if funding is awarded.
Council said the timeline is driven by regulatory schedules and grant deadlines; staff described an opinion of probable cost in a wide range ($46M–$86M) and emphasized value engineering and additional grant pursuit would be required. The council adopted the resolutions authorizing the amendment and the associated budget adjustments.
