EDA hears updates on Essentia renovation plans, Romkey Park opening and White Earth Casino review

Economic development staff provided the EDA with multiple project updates on June 1, including a major private redevelopment prospect, near‑term park and infrastructure openings, and the status of a casino project undergoing environmental review.
On Essentia Health, staff said the organization is finalizing its Renaissance Zone application for a redesigned health‑care space downtown and described the proposed reinvestment as "tens of millions of dollars" (application and final approvals remain pending). "I can't tell you how exciting it was to see their pictures... it is tens of millions of dollars to bring healthcare into downtown Moorhead," staff said.
Staff also highlighted near‑term public projects and outreach: Romkey Park's pool is scheduled to open June 4 with remaining park landscaping to follow; the 11th Street underpass remains on track for completion by the end of the year; and First Avenue North reconstruction is planned for a later phase. On the White Earth Casino, staff said the applicant released an economic impact statement for public review and is moving into an environmental impact report being prepared by Moore Engineering.
Why it matters: Large private investments, public‑works openings and multi‑phase development reviews affect downtown activity, TIF planning and long‑range redevelopment strategy. Staff said they are continuing block‑by‑block TIF and parking analyses to inform negotiations with developers and project sequencing.
Next steps: Staff will continue outreach with developers and partners and expects to return with more detailed renderings, financial analyses and implementation recommendations as projects progress toward formal applications and approvals.
