Lower Makefield advances Memorial Park Phase 3 using $900,000 LSA grant; shade structures excluded from grant

The Board of Supervisors on June 3 authorized staff to advance Memorial Park Phase 3 designs and procurement after a presentation from Carol Engineering. The project includes a new playground area with accessible surfacing, four shade structures, a restroom building with adult changing stations, and site work.
Will Daget of Carroll Engineering outlined the plan: a primary play structure, a large round ‘group’ swing, accessible surfacing to match the existing Secret Garden area, and two restrooms (one pre-cast building with heater and utilities; two enclosed portable restrooms near the court area). The township said it plans to purchase playground equipment directly to avoid sales tax and is contracting site work and restroom installation separately to control markups.
The township said it has a $900,000 LSA grant that will cover the majority of the project; however, shade structures are excluded from the LSA grant. Staff estimated the shade structures would cost about $45,000 and said the township can use fee-in-lieu or other available funds to pay that portion. The restroom pre-cast lead time was estimated at 12–16 weeks after purchase order.
The design includes accessibility features: pedestrian walkways, two bathroom stalls with adult changing stations (400 lb rated), and pedestal-mounted benches suitable for rubberized surfacing. Board members asked staff to consider recycled-plastic benches, pedestal mounting for rubberized surface safety, and to add benches with arms for accessibility.
Board members voted to advance the general plan and agreed staff will bring contract documents back for formal award. Staff noted the project has been granted a one-year extension on the LSA funding requirement and must be completed by June 30, 2027.
What happens next: Staff will finalize procurement documents, confirm playground equipment renderings, and return contracts to the board for award; tree plantings may be scheduled using tree-bank funds to reduce immediate costs.
