The Otsego County Performance and Goal Setting Committee on March 24 took up a proposal to move leave and time-off requests from department-level paper and spreadsheet systems into Munis’ time-and-attendance module.
The committee chair opened the meeting by confirming a quorum and framed the discussion around reducing staff time spent maintaining multiple paper and Excel logs. Committee members described the current process as manual: supervisors and department heads fill out paper forms or shared spreadsheets that HR reviews before payroll is uploaded to Munis.
The committee discussed the ExeTime module that supports automated employee leave requests, supervisor approvals and automatic transfer of approvals to payroll. IT staff told the committee the module can connect requests to payroll and eliminate much of the manual spreadsheet work. The committee noted that some departments (for example DSS) may use separate state-linked systems, so migration would require coordination across offices.
Allan in IT said he would check the county’s SaaS (Munis) agreement to confirm whether the ExeTime module is already included. If it is not included, Allan offered an informal estimate of about $15,000 for implementation. Committee members also said Allan estimated an implementation timeline of roughly two to three months if the module must be purchased and staffed for rollout.
The group assigned follow-up tasks: Andrew will verify contract and invoice records before the next board meeting so the committee can present an informed update; IT (Allan) and personnel (Penny) will outline back-end requirements and likely staffing needs for rollout and training. The committee said it would advocate for implementation if the module is already included in the county’s agreement or if the cost can be justified by long-term staff-time savings.
The committee plans to report preliminary findings at the next board meeting and to continue coordinating with IT, personnel and departmental leads on feasibility and the rollout plan.
