Planning commission approves ACT 537 special-study submission and hears zoning task-force update

Staff updated the commission on an ACT 537 special-study. The submission proposes two primary outcomes: transferring 50,000 gallons per day of sewer capacity from East Caln Township to Uwchlan Township and creating a framework to redirect Eagle View wastewater flows to the Downingtown Authority (DAR) system by constructing a pump station, force main and gravity sewer. Staff explained that, once DAR expands and the conveyance is in service, the Eagle View wastewater treatment plant would be decommissioned but not demolished until downstream capacity and equipment are fully operational.
Staff reported the plan has been circulated to neighboring municipalities and county agencies and that the township had received letters of approval from DAR, East Caln, the Chester County Planning Commission and the Chester County Health Department. Because the township seeks to submit the ACT 537 package by the stated June 30 deadline, a commissioner moved to approve the plan as presented; the motion was seconded and the commission voted in favor.
The commission also received a zoning task-force update. The task force is developing supplemental regulations that would apply across zoning districts; agenda items under review include accessory dwelling units (ADUs), with staff discussing a 500-square-foot minimum and a 1,200-square-foot maximum and a requirement that ADUs be no larger than the primary dwelling, as well as adult-entertainment rules, agricultural uses and standards for alternative-energy installations (solar and geothermal). Staff said work will continue and the task force will revisit the supplemental regulations next month.
Next steps: the township will transmit the ACT 537 submission per staff direction and will continue zoning task-force work; engineering and permitting steps associated with the sewer redirect will follow as DAR plans progress.
