The Planning Commission voted May 27 to amend the condition of approval for the Parker Summit subdivision so that completion (or substantial completion) of the White Circle roadway and drainage improvements is required before issuance of the 91st building permit in the development.
The project was originally conditioned so infrastructure improvements would be installed once 40 lots were recorded. The developer had contributed C‑fund dollars to a larger county road-improvement program that included White Circle and Anderson Ridge Road, but county timing for the larger project created a delay. The developer told the commission it would perform the White Circle improvements itself and had funds and a contractor ready to start within roughly 30 days, contracting with the county’s program manager to ensure design and staging conformed with the county’s larger effort.
Commissioners discussed the sequencing and public-safety implications. After review the commission approved revised language tying the milestone to completion of the White Circle roadway and drainage work prior to the 91st building permit rather than the original 40-lot condition. Staff and the developer noted the revised wording still protects public safety by ensuring critical local road upgrades occur before full buildout.
