The Greenville County Planning Commission on May 27 recommended denial of rezoning request CZ-2026-025, a petition to change a 16.74-acre parcel at 3799 Old Easley Bridge Road from RS to RM10 multifamily residential.
Staff told commissioners that the requested RM10 zoning would be inconsistent with the county’s comprehensive plan future land use designation of suburban neighborhood, which recommends a density of 3–5 dwelling units per acre, and therefore recommended denial. During discussion commissioners expressed support for the vocational rehabilitation function but said the RM10 district could permit higher-density uses that would be out of character. Several commissioners urged the applicant to consider a planned FRD (flexible review district) application to limit uses and provide conditions.
Applicant counsel Scott Winber and applicant representative Austin Allen addressed commissioners about property ownership history. Winber said the property was purchased for $250,000 in 1993 and that a deed restriction had been drafted as a show of good faith to reassure commissioners that the organization intends to rebuild a vocational rehabilitation facility. Commissioners stressed the limits of zoning to enforce deed restrictions and that conditional zoning (FRD) is the appropriate vehicle to tie use and design requirements to the site.
The commission’s recommendation now goes to the County Council Planning and Development Committee for consideration. Staff will include the discussion about deed records, potential deed restrictions and the FRD option in the packet for council review.
