Fortville council adopts three voluntary annexations and names new police commission member

The Fortville Town Council on Jan. 20 adopted fiscal plans and ordinances to complete three voluntary annexations and confirmed a new police commission member.
For the record, Adam Zachlacowski, the town’s planning and building director, explained that each annexation requires a statemandated fiscal plan before the council can adopt an ordinance. The council approved Resolution 2026‑1A adopting the fiscal plan for the Singright Petty annexation, then adopted Ordinance 2025‑12A on second reading. Zachlacowski said the signed ordinance will be published and — following a 30‑day waiting period and another 30‑day window required by state procedure — the town will record the ordinance at the county and the property will officially become part of Fortville sometime in February.
The council then approved Resolution 2026‑1B and Ordinance 2025‑12B for the Huck Minor subdivision annexation, a three‑lot group on the south side of Ohio Street near the Hamilton County line; staff said two houses are built and a third is under construction and the owners want access to town water and sewer.
A final small ‘‘cleanup’’ annexation was approved for the Rice Ross parcel adjacent to the Mount Carmel Primitive Baptist Church to allow parcel reconfiguration and split of a very small sliver of land; the council adopted Resolution 2026‑1C and Ordinance 2025‑12C.
Council members voted in favor of each action; clerical steps described by staff include publication and recording at the county before properties are formally in town limits.
Also during the meeting, the council appointed Eric Phil Manis to fill a vacant seat on the police commission after a nomination and second. The council discussed — but did not appoint — a council‑president appointment to the Board of Zoning Appeals; members agreed to invite the single applicant, Michael Carpenter, to a future meeting so they can meet him before the president completes the appointment.
The meeting minutes show the council completed the series of annexation votes and handled procedural steps required by state law; staff will follow up to publish and record the ordinances.
