The Glens Falls City Planning and Architectural Review Board on June 3 tabled an application by Adam and Kelly Feldman to convert upper floors at 146 Maple Street into a four-unit building. Applicant Adam Feldman described the project as activating a previously unused third story and said the development is being coordinated with city partners and potential funding sources.
Board members and staff raised fire-safety and building-code uncertainties as the primary unresolved issues. Planning staff and a board member noted that the project may require two means of egress to upper units or, alternatively, a sprinkler system that could change fire-separation and construction-type requirements. Eron, asked by the board to clarify code implications, discussed how sprinkler installations and construction type (the discussion referenced type 5B construction) affect required fire ratings and means of egress.
Members also flagged parking, garbage staging and winter maintenance as outstanding items. The board questioned whether five rear parking spaces shown on the site plan would be usable in the proposed configuration and asked for a scaled diagram showing vehicle circulation, dumpster locations and snow-storage plans. Public commenters pointed to overflowing bins in site photos and said consolidated waste staging and clear snow-removal plans are needed.
The board said it could not approve the application while core code and site-layout questions remained unresolved. A member moved to table the architectural and site-plan review until updated materials and a thorough code review are submitted; the motion passed.
The board directed the applicant to supply clarified drawings that show the egress strategy for third-floor units (stair location or sprinkler design), revised elevations illustrating how cornice and historic details will be retained, a scaled parking layout demonstrating maneuvering and dumpster locations, and a snow-removal/garbage-staging plan. The application will return to the board after those items are provided and reviewed.
