The Delray Beach City Commission on June 2 approved a $2,748,176.73 construction contract with YC Group LLC to repair and replace multiple city-owned seawalls along the Intracoastal Waterway.
Public Works Director Missy Barletto told commissioners the project covers more than a mile of seaw walls at locations including Beach Drive, Waterway Lane, Nolles Park, Mangrove Park and other pocket park abutments. Staff displayed photos of cracking, spalling concrete and exposed reinforcement and explained that several wall caps and piles required replacement.
Barletto reviewed the city27s seawall standard (minimum elevation 4.2 NAVD88 with a design to accept an additional cap to reach 5.0 NAVD88 in the future) and described how adequate seawall height is needed for stormwater pumping to be effective. Procurement reported three responsive bids and recommended YC Group as the lowest responsive bidder.
Chief procurement officer Paul Nars summarized the procurement timeline: the invitation to bid was issued in February and three bids were received. Staff recommended awarding the base bid and noted contract administration steps and staging across multiple neighborhoods.
Commissioners asked clarifying questions about scope and schedule. The commission then voted to award the contract (resolution 87-26). Staff said work will be staged and coordinated with neighborhood projects and that some seawalls were prioritized because of current overtopping during high tides.
The contract is intended to address corrosion, structural deterioration, and low-wall elevations to protect public parks and adjacent properties and to maintain the effectiveness of the stormwater pumping system.
