Elkhart City panel finds no probable cause in three housing complaints, administratively closes a fourth

ELKHART CITY, Ind. — The Elkhart City Human Relations Commission on June 4, 2026 unanimously found no probable cause in three fair-housing complaints and voted to administratively close a fourth case, the commission said at a public meeting.
During the commission’s meeting, members considered four docketed matters: ELK2505H-R (apartment application), ELK2506H-D (apartment renewal), ELK2507H-D (emotional support animal), and ELK2508H-D (administrative closure). For ELK2505H-R, ELK2506H-D and ELK2507H-D a commissioner moved that there was no probable cause; those motions were seconded and, in roll-call votes, Commissioners Dana Irving, Melinda Riley, Leticia Nahar and Chair Mary Joe Hyrick each recorded "no probable cause." Each finding carried by a 4-0 vote.
For ELK2508H-D the commission moved to administratively close the case; the roll call again recorded unanimous support and the commission administratively closed the matter.
The outcomes are procedural findings by the commission regarding whether the recorded allegations meet the commission’s threshold for probable cause. The commission did not adopt any new policy or impose penalties during the meeting; its actions were limited to the three 'no probable cause' findings and one administrative closure.
Chair Mary Joe Hyrick used the meeting’s chair remarks to thank staff for outreach and casework. Hyrick praised Dana Donald, the city’s fair housing specialist, saying, "She's a very busy girl and I want to thank you," and commissioners and staff offered brief thanks in response.
Brent Curry, the city council’s liaison to the commission, spoke during privilege of the floor and said the complaint process is valuable even when complaints do not result in a finding of probable cause, noting that "both parties I think learn from the situation."
The commission approved amendments to prior meeting minutes at the start of the session and adopted the meeting agenda as amended. Commissioners set a July date for the next meeting; Dana Donald said she would send notices to members.
The commission adjourned following a unanimous voice vote.
