Board hears about UV-bulb purchases, biosolids costs and a failed tank coating at Glens Falls treatment facilities

Board staff reviewed several operations and maintenance matters on June 1, including planned spare purchases for the UV disinfection system, the year's biosolids-disposal budget, and a contractor-remediation plan after a coating failure on a primary tank.
Staff said the city routinely stocks spare UV bulbs and ballasts so replacements are on hand if the UV system needs them during the year. "They're very expensive. They're one of the largest costs," a staff speaker said.
Staff said biosolids disposal is a major recurring line item; at the meeting they described an annual budgetary carry of about $1,000,000 for disposal and warned that proposed state actions to limit land application would likely increase disposal costs and pressure landfill capacity.
Separately, staff reported that a coating applied by contractor USG on primary tank one had bubbled and failed; USG inspected, agreed to strip and reapply the coating at its cost, and returned that the initial application may have been adversely affected by cool temperatures during application. Staff said other tanks and filter work by USG had been satisfactory.
Staff also said they are negotiating a TKC invoice for bridge-repair work in the $140,000–$145,000 range and that lifts and barges used for the work cost roughly $90,000; the city expects to pay about one-third of that cost with South Falls covering two-thirds.
