Montgomery County Commission advances multiple routine contracts, grant applications and project payments

Montgomery County commissioners on Monday approved a series of routine contracts, grant submissions and a final construction payment, moving several items forward under motions to waive procedural rules.
The commission voted to award a $19,524 contract for detention mattresses to Cornerstone Detention Products LLC after staff said it was the low bidder. Commissioners noted only two bids were received.
County engineer George Speak described an Alabama Department of Transportation agreement to resurface Mara Road from State Route 110 to U.S. 80 that will use about $877,000 in federal funds and a local match of roughly $219,000, producing a project budget of just over $1 million.
The commission also approved extension amendments for plant‑mix asphalt supply contracts with Asphalt Contractors Inc. and APAC of Alabama Inc., with staff saying the increases were tied to market indexes and would be capped at about 4%–5% depending on contractor terms.
In a final pay item, staff requested $100,441 to close out renovations to Annex 2. Staff reported the project had come in under the advertised bid ($4,227,712) with a final packet figure of $4,072,480, a reported savings of $155,231. Commissioners approved payment and moved to close the project.
On emergency medical transport, staff briefed commissioners on a proposed contract with Hannes Ambulance to provide transport in unincorporated areas. Miss Walker said county commissioners retain authority to decide stationing and that volunteer fire department advice informed recommended locations (Snowden and Wall Mounts). Commissioners asked for placement clarifications; staff said the two locations had been prepared by May 19.
Sheriff Derek Cunningham also briefed the commission on the FY2025 State Criminal Alien Assistance Program grant application; he said no local match is required and that funds would return to the sheriff's office if awarded.
"This was a clean consent portion of the agenda," the chair said while moving several items under waivers. Where staff cited packet attachments, commissioners asked for follow‑up detail; staff committed to providing line‑item quotes and clarifications.
The commission recessed after the information session and moved later to the formal agenda.
