Greenfield authorizes negotiation with BKF Engineers for construction management of new wastewater plant

The Greenfield City Council on May 26 authorized the city manager to negotiate a professional services agreement with BKF Engineers to provide construction management for the city's wastewater treatment plant upgrade.

Public Works Director Jamie Tugle told the council the project will construct a modular membrane bioreactor (MBR) facility sized at about 2.0 million gallons per day to meet updated discharge limits and improve operational reliability. Tugle described the work as technically complex and multi-year and said the city issued a qualifications-based request for proposals to secure experienced construction-management services.

Staff reported that BKF Engineers ranked highest in the evaluation (staff average score 96 out of 100), and cited BKF's experience with wastewater projects, startup and commissioning, value engineering and state revolving-fund reimbursement coordination. Tugle said the proposed professional services agreement would be funded by the wastewater enterprise fund and is eligible for reimbursement through the Clean Water State Revolving Fund program.

The council authorized the city manager to negotiate final terms and execute an agreement not to exceed $4.6 million for construction-management services; staff said the final negotiated amount is expected to be lower than that cap. The scope includes preconstruction coordination, construction administration and inspection, permit compliance, labor compliance monitoring, grant reimbursement coordination and startup/commissioning support.

Next steps: staff will negotiate a final agreement with BKF, proceed with value-engineering review and coordinate procurement and grant reimbursement with state fund administrators.
